Yes, every recent version was like that for me. I worked out that it was some sort of problem with the C:\Windows\installer directory

I overcame it by renaming the directory, creating a new, empty one, installing Express, then copying the contents of the new one (i.e. what the Express install had created) into the old renamed one, deleting the new one, and renaming the old one back to installer again.

I just checked my Garmin Express Version and Version 7.3.1.0 is available.
