Update: The OP on the Garmin forum solved his problem, but I can't tell exactly what solved the problem. This is what he said:

"Problem solved - in a very round about way...

- After attempting the upgrade my old version would not load - and killed my previous version of Express

- Uninstalled remnants old Garmin Express and reinstall newest download - No Joy - would not install as before

- Found a old version (7.22.*) on my laptop and cobbled the executables together - transferred to desktop - got it running poorly and managed to upgrade to 7.25

- Uninstalled GE and then reinstalled a clean version from the download on Garmin's site - Success...

- But no longer had old devices registered - re-registered all devices - Joy..."

am I going to have to do that same solution above to update my Express v7.24 on my windows 11 PC?

I think it is only a concern if you have Smart App Control enabled in your Windows 11. That control is in the Windows Security settings. A search in Settings for "Smart App Control" will get you to it.

bingo, found it when I searched smart app control in settings, thanks Peobody, it was already turned OFF, so I don't need to panic lol 8-)

now in my (not-so-smart) opinion, I want to say this..
what I think happened there for that other person on the Garmin forum who had that issue , he was quick when he updated Garmin Express to 7.25.0 ... he may have had his windows11 settings Smart App Control = ON

I also think Garmin at the same time he was doing the update that Garmin did NOT release (to Microsoft) the new Express version 7.25 update for a valid (safe) certificate, maybe Garmin has since released a certificate for 7.25 to Microsoft and it's ok now, (I am just guessing), maybe it takes time for companies to inform Microsoft for a safe app certificate, and maybe that other person updated right before Garmin informed Microsoft of the new version, so maybe it's ok to have windows 11 Smart App Control settings = OFF, only if you trust the app download sources to your computer, otherwise have Smart App Control = ON ,-or- maybe wait a bit before being quick updating apps, but on 2nd thought, maybe just ignore everything I just said lol 8-)

My Windows 11 has Smart App Control off, and tells me that I have to re-install Windows if I want to turn it on.

My PC Windows 11 Smart App Control is also OFF, and I never ever turned it ON or OFF so I think it came already installed as OFF

I'm sure it did. Smart App Control is not something you can toggle on and off. Turning it on requires a reset of Windows 11. It is only on by default in clean installations of Microsoft 11. I would not be surprised if OEM Windows 11 on name brand computers set it off by default because of all of the crapware they install, and/or try to get you to install. It would likely be on if you built your own PC and then installed Windows 11.
