One of my 450s has all of North America and the other just has the southern US.
Can I somehow download the complete map from one and install it on the other?
If so, how?

Maps are unlocked for each GPS device. If your 450s are registered with Garmin, you shouldn't have a problem loading the maps on the device that only has the southern US, provided both GPS are registered for Lifetime Maps.
1. Start Garmin Express with the 450 needing more maps connected to the PC with the usb.
2. Make sure Garmin Express recognizes it.
3. Install maps after changing options to install to computer only.
4. Use MapInstall to load the complete map set to your SD card.
5. repeat for the other450.
Maps are locked to prevent piracy so you can't just copy between units.

Or if that fails, look into using Open Street Mapping (OSM). https://www.openstreetmap.org/#map=5/54.910/-3.432 which is free.
