Garmin is getting bad as motorbike magazines when you see the June issue first for sale in April!

Garmin Express still says my 660 should be running 2020.2
I have a nuvi 3790 which has had 2020.3 and now 2021.1 but my 660 is lagging well behind now.
Is this normal for Garmin to hold back zumo updates?

I believe that Garmins "Lifetime" map updates only runs for an arbitrary length of time, not sure whether the 660 is now beyond that point but it could be the reason.

Garmin lifetime updates don't run out. More likely the issue is you need the older NT map and that isn't released as frequently as the NTU map on more modern devices

Yes, I think you are correct sussamb, NT maps are installed on my 660. I've never been this far behind on the version update though. How do you find out when a newer version is coming out?
