Hi guys. Portuguese user here so sorry for any mistakes using the English language.
Two weeks ago I successfully updated my Zumo XT to map Europe 23.20 with Garmin Express. When installing the same map on the PC it showed a red message in the end "couldn't perform the changes to the map".
Opening Basecamp, the map was there but said it was locked.
With Zumo XT connected it shows the map divided in two zones, North and South divided by a blue line. I guess this is normal because of file size limit on FAT32. Limit is 4 Gb so it's divided in two 4 Gb files (North and South)
Contacted Garmin Support and after two weeks of suggestions it still doesn't work. Tried opening GE and BC as administrator, they gave me an unlock code that changed the map status from "locked" to "unauthenticated" wich in fact is the same thing, uninstalled BC and reinstalled it to no avail...
They then sent me an .gma file that should Authenticate the 2023.2 European map but that didn't work also.
Next they said it could be related to something on my PC not allowing the correct map install. Today I tried a clean install in my son's PC of Garmin Express, Basecamp and Europe 2023.20 map with the same results: map Locked (or Unauthenticated) and only available the version installed on Zumo XT.
I can fully use BC with the 23.20 map if the Zumo XT is connected to the PC but it is so slow and since it is separated in North and South zones it's not possible to plan a route that crosses one zone to the other because BC only uses one map at a time.
Maps 22.20 and 23.10 installed on BC are working fine.
Photos of the Portuguese version but I hope you can understand them with the captions.
Do you have any ideas or suggestions?

If you normally run your PC logged in as a user whose account is set to a standard user then I suggest reinstalling the map with your account set as an administrator account. An unknown to me is whether the existing map needs to be uninstalled first so if a reinstall fails try uninstalling the map and then installing it again.

That change was that I first elevate my user account on my PC to Administrator before installing or upgrading any Garmin software or map. I have not had a problem since I started doing this. Note: Doing the installs or upgrades using "Run as administrator" did not work.
Procedure: My Windows 10 PC is configured with two users, an "Admin" user and a "Me" user. The "Me" user account is normally set as a standard user. Before doing a Garmin software or map install or update I login as the Admin user and change the Me user account to an administrator account. I then logoff as Admin, login as Me, do whatever Garmin related thing I need to do, then reverse the steps and change the Me account back to a standard user.

I do agree with @Peobody that it's best to do installations with an Admin account to prevent problems. Oh yes, and make sure you have enough free space on your hard drive.
But to solve this issue you could also try JaVaWa GMTK. https://www.javawa.nl/gmtk_en.html
Step 1) find the GMA files on your ZUMO XT. On mine they are in 'This PC\zūmo XT\Internal Storage\.System\Map' (You will have to make the .System folder visible in the developer menu. More info: app.php/ZXT-P84)
Step 2) copy them to you hard drive
Step 3) Use JaVaWa GMTK to import the GMA files. (Import unlock codes from folder)
Note: JaVaWa GMTK cannot import directly from the XT because it uses MTP

@FrankB I tried your sugestion of JaVaWa GMTK but that didn't change anything. The map remains locked
Let's see what Garmin Support has to say tomorrow on this...

For my own piece of mind I did the following test.
1) Removed ALL codes from my laptop. These are stored in %appdata%\garmin\maps, Just type it in the address bar of windows Explorer. But you can also search for all *.gma files on your hard drive using Windows Explorer.
2) Checked Basecamp. It said that the map was locked.
3) Closed Basecamp.
Did what I posted earlier:
4) Copy the GMA files from the XT to the hard drive.
5) Import it with JaVaWa GMTK
6) Checked the folder from step 1. It now contained the GMA files
7) Started Basecamp and the Map was unlocked.
I don't recommend that you do the same thing, unless you feel you are confident to do this. Especially step 1. This is another way of saying I'm not responsible.

Yes that's the folder.
I do not see the Codes from the XT. I Checked with 2 XT's. My own XT and the one from my son. The files from the XT's are named like:
D6159250A.gma
D9496010B.gma
and dont have those long names...
I would prefer to unlock with the files from the XT.
