I dont know what will happen.
But I would try the 2 from this year. 2023. That matches with what I have.
If that fails i'm out of options.

BINGO!!! PROBLEM SOLVED
I copied the 2 most recent .gma files to the PC using JaVaWa GMTK and it worked!
CN Europe 2023.2 unlocked and running!
I guess the map reinstall on the XT fixed something and provided the right codes. Despite GE map install on PC failing again, the JaVaWa GMTX solved it by placing these new codes.

These were the codes on my PC before trying the map reinstall on Zumo XT:
This is the same folder after map reinstall on Zumo XT, removing the highlighted .gma file provided by Garmin Support, and copying the two .gma files from Zumo XT with the help of JaVaWa GMTX:

I seem to be struggling - like you - with this problem....
May I ask which version GE you were using to crack this issue?
My v7.16.3.0 will simply not let me download the mapset to anywhere other than the device + memory card.
Also - to use the GMTK software, the mapset needs to be on the PC Hard Drive?

(I get the strong feeling Garmin are trying to discontinue the BaseCamp resource by rendering it totally useless for everyone. )

I have the same GE version as you: 7.16.3.0 but don't remember if it was the same back in January when I had the issues.
I'm not the best one to help you about GMTK software, as it was new to me too.
Maybe @FrankB can help you as he was the one that suggested using it.
Anyways my mapset was already on the PC folder when using GMTK software:
The problem was map being locked and unusable.
Your problem seems different has you can't even download it to the PC.
Do you get a error message at the end on GE like I did? And have you checked Maps folder to see if the map is already there?

I've spent the past few hours, since my above post, trying to figure-out what was happening/going awry.
I re-installed MapInstall and also refreshed Garmin Express (same version).
I then retried downloading the 2023.20 map to the device, whilst removing the 2023.10 mapset - using MapInstall. The issues remained.
The 2023.20 mapset still was not visible on my PC hard drive (as shown in your screencapture).
I tried another attempt with GE, and this time it gave me the option to download the map to the PC hard drive. Totally and utterly bizarre. I know I am not going stupid/senile; these options were not there on the first install so I simply do not know what Garmin are playing at? It is almost as if the intervening few hours triggered something at Garmin HQ, to allow the update mapset to be downloaded onto my PC?? I don't know, but it's incredibly odd.
As a backdrop to all this - I purchased the XT device late-2022, and tried an update to 2023.10 with a heck of a lot of struggle; looking for unlock codes and using this site for help. That experience coloured my judgement which was why I was not overly keen to update to 2023.20 and have held-back.
Again, reflecting on that earlier update, something occurred which triggered the update and eventual download of the updated mapset to not require any unlock codes.
My specific interest in using GMTK is to adjust the projection angle of the mapset to 54-degrees, which helps my OCD , and makes viewing the map (in BaseCamp) more representative of a Mercator-projection. Understandably, you can only adjust this projection angle in GMTK if the mapset is on the PC hard drive.
