Can't you simply use BaseCamp on a tablet? I dunno, I've never owned one.

A Windows tablet yes a android one no

I have a tablet that runs Windows and can run basecamp on it although the internal memory is small so installing maps is a pain!

You could try the MyRoute app. It's made by the guys who did Tyre. Don't use the app myself (still use Tyre on the desktop), but I've got mates that use it and they seem to like it

Quick answer is yes, but I would caution you that you need to have an understanding of the differences between via points and shaping points, how they behave in routes in your GPS and whether the app you select is capable of creating shaping points.

Also be aware that any of the apps will be using different maps than what you have installed on your GPS and you may end up with routes behaving differently on your device than what you had planned.

A few the come to mind:
MyRoute
Kurviger
Locus
OSMAnd
